Heat oven to 350 F (177 C). Prepare two 8-inch cake pans by lightly greasing and parchmenting. Apply cake strips to the pan now.

Mix all-purpose flour, Dutch process cocoa powder, baking powder, and salt in a large bowl. Add chocolate powder and stir again until blended.

Stir sugar and orange zest in a bowl until it like wet sand. Slowly combine butter and oil. Mix on medium speed for 3–4 minutes until light, pale, and blended.
